Can you have more then one character?
Is it possible to encounter and catch a legendary without the recruiting contest?

Yes, you may have more than one character. You may have as many characters as you can keep active, and fit links for in your signature.
Yes, you can also catch legendaries without doing the recruiting contest. The contest is just a way to speed up the process for those who are impatient. But in theory you can meet ALL 493 pokemon on your journey.
