Mine is, when two roleplayers are battling each other, how do you decide on a winner?

That would be chosen by either roleplayer, although might be decided by a mod if neither of them seem to want to loose.

I think in roleplayer vs roleplayer battles to make it fair even the looser's Pokemon gains some EXP. The looser's Pokemon don't gain as much EXP as the winner's Pokemon but they still gain some EXP.

Not sure about that. 'Cos the winner would only be gaining two or three levels, the looser would in that case be getting almost as much as the winner even if they only get one level.
